Well, I knew these cars were not the best handlers (I have yet to drive one though), but I thought the Marauder would have been better, since they gave it the police suspension. Or maybe they didn't?

Slightly related taxiguy, I once read a used car buying guide that said the Marauder Package on the 2003 Mercury Marquis brought the car's responsiveness from "dead to merely asleep"

I was thinking the decrease from 1999-2007 was because of retail buyers, not police buyers. The police buyers probably stayed about the same, but the civilian buyers decreased because there were no changes since 1998.

Rise in 1993 is probably contributed to the problems many officers/departments had with the 1991 Caprice. Just trying to change the rear tires on those 1991-1992 models was a pain in the butt.
The rise in 1997 is most likely due to the demise of the Caprice as the Crown Victoria was left alone as the only RWD police car available.
Decline in 2000 probably due to the introduction of the Impala 9C1.
Further decrease could be contributed to the rise in popularity of the Impala as well as other models (such as the short-lived police-package Intrepid and the Charger/Magnum).
Economic issues could also be seen as factors, of course.

The 1979 to 1980 drop was due to the second gas crisis, another huge blow to the full-size car industry. And I suppose the 1980 to 1981 drop is just a furthering of that same event.
The 1991 to 1992 drop was probably a combanation of the poor economy and the fact that for 1991 the Caprice was redesigned and therefore everyone who wanted a new one bought them up right at their release.
And I suppose the 2001-2002 drop was partly due to the recession, although Crown Victoria sales had been steadily decreasing anyway.

Well, the numbers are certainly not as high as the best-sellers like Camry, Accord, and (formerly) Taurus at 350,000-450,000 per year, but they are certainly not low.
The Caprice sold 200,000+ units through the 80s, which was in the top 10-15 of best selling cars. It sold less in the 90s, at around 100,000 per year, which while lower, is still not too bad.
The Crown Victoria sold similarly in the 1990s, with sales also around 100,000 per year. However, through the 2000s the sales have steadily decreased (expected to total less than 60,000 for 2008) This is most likely because the model has had no major change since 1998. I swear if Ford would just update it then the sales would increase, but noooo, they won't listen to me

These numbers for Caprice/Crown Victoria seem so low, I would have been expecting more.
For example, as you like that one , after three years of production the Peugeot 607 reached the 100 000 th unit produced.
That makes only one third of the Crown Victoria, but on a smaller market for such car, and it is a model which was not considered as selling so well (but now the sales decreased I think).
Usually for searching such figure I type the model in Google, and for French ones I query in French (e.g. for the 607 I typed « peugeot 607 produite exemplaires », which is just keywords and not a correct sentence)
For example, as you like that one , after three years of production the Peugeot 607 reached the 100 000 th unit produced.
That makes only one third of the Crown Victoria, but on a smaller market for such car, and it is a model which was not considered as selling so well (but now the sales decreased I think).
