Really interesting document, indeed.
The document is too big for Google translation services. Maybe you could try this freeware? I can't test it as there's no Linux version, only Windows and Mac ones, so I can't say if it does the job.
Or you may just select the parts you're interested in and use the S3 translation add-on. It works with the embedded pdf viewer in Firefox, most probably with the Chrome version too. Opera has similar add-ons, they should do the same...
