The most simple explanation when doing this is use the shortcut. When you have a picture open in XnView, go Shift+S, this immediately brings up the resize option.
Then the only one youll need to use is the the top one (standard size) and choose the one you want. For pics for this site i usually use 640x480 and itll do it correctly for you.
