A standard version -no rubbers on the bumper-, so 75 hp (but the bumper is not original)

Without having the VIN I'm sceptical about a 1974 MY - the colour looks like pastellweiß, so then it would be a 1973.

The front bumper is from a 1974 -with headlight washer-, but it has the short holder, annother hint for a 1973.
The headlights are Passat I.
