Here there's no permit necessary for adding constructions less than 40 m2. And if you do need one it's usually permitted by the local mayor, especially before an election. That's why the country is pretty full.
Well, this is countryside here. When you belong to an old-established family or if you are member of the local council, it's much easier to get such permissions.
Or if you know something about the important people in the village...
Well, at local elections next year I plan a try to enter the council - with the allusion, that I don't belong to that structures...
