The closest answer I could find was this photo under which it said: 四座带斗电动巡逻车- 欧雅电动车公司 / Four-seat electric patrol car with bucket-Ouya Electric Vehicle Company , but the link to the website appears to be inaccessible for me (or maybe it's dead), so I'm not sure if that's them or not. On the logo you can see 3 written characters when you zoom in (possibly written in latin, but I can't make them out). The only clue is that the vehicle in the photo you provided was taken in Shenzhen. Ouya Electric Vehicle Company also appears to be located there, so maybe there is some connection. Maybe someone else knows it.
