It is visible only for those who can contribute (i.e. all those who normally have the "Add vehicle" link, not the unregistered visitors)
Only admins still have the link when that message is displayed.
And if someone tries to sneak in by using the link from another page and changing the movie id in the URL, they get an error when submitting the vehicle
