Based on the plate style I'd say it is British other than that I have no idea.

Completety British? Wheels and hubcaps are looking very much like Goggomobil.
Or they made the old trick to disguise prototypes as annother car. Or, which happens also, they put the technic into annother car.
So the NSU AG had used some Fiat's to test Prinz-engines.
