Last time i spoke to him was about 2-3 years ago and he seemed ok . Now, a lot can happen in 2-3 years, i don't know, the car was already there when i got to the grocery store .
In some situations a disease can also give you access to the handicapped parking space , at least here ,i don't know for other provinces/countries ( a friend of a friend had multiple sclerosis and had one before his condition got worse and made him quit driving ) . Also, this vignette is not only for the driver, if a passenger is handicapped you can also park there
Of course, there is always the " but there is no other place available/ i'm not inside for long " type . I don't approve that practice but this particular grocery store has a bunch of those places so its frequently seen
