CHMSL loophole ?

I was looking for vintage cars for sale ( not that i can afford one but while dreaming is still tax-free, lets enjoy it.. ) and i found a 1980 AMC Eagle . They lived passed 1986 and i suddenly remembered i never saw one with a CHMSL . So far, found only one and it looks like an add-on ( some manufacturers went for inelegant ways in 1986 then adjusted later but... ) " Was there some kind of loophole ? Was the Eagle considered as a truck ?

I believe AMC did classify it as a SUV at the time.

I think Subaru did too when it released the 4WD wagon in the 70s.
