I can't do that, it won't let me. Where it says "you can store pictures for use on the site by clicking here" or something to that effect, it gives me an error that keeps saying "try logging out and logging in again", so it won't let me.

Is that a bug with the site or is it my problem?

Indeed your contrib & pictures rights were removed... I guess you were abusing of that and submitting useless things at some point in the past.
